Implementation Background | Labelling and MEPS have been in place in Israel since 1985. Initially a professional committee that included members from various ministries, professional organisations, the standards institute and the consumer association developed the first phase of the project. Shortly after this the Standards Institute was given responsibility for developing and implementing labels and standards for all residential appliances. Since then standards and labels have been introduced for 13 products, including cars. While all of the standards are mandatory, some of the labels are voluntary. A difficulty with the program is that the standards and labels are not backed by regulation, making enforcement difficult. Hence since 1996 the Ministry ofNational Infrastructures has begun presenting legislation to the parliament clarifying the standards and labelling requirements. | |||
