Implementation Background Singapore Energy Label belongs to compulsory comparative logo. In April 2002, Singapore National Environment Agency (NEA) and Singapore Environment Council (SEC) introduced voluntary energy labeling scheme(ELS) for household appliances, helping families to choose energy-efficient products. Under this scheme, the label with energy efficiency information is affixed to the air conditioners and refrigerators products in the retail stores. In March 2007, the Minister of Environment and Water Resources announced in Parliament that Singapore will establish a mandatory energy labeling scheme, which was planned to be introduced for household air conditioners and refrigerators in 2007. In 2007 June, Singapore issued the "environmental protection and Management Act" (EPMA), which provisioned that from January 1, 2008 onwards, the registered goods should be affixed to energy label. Registered suppliers supplying registrable goods must affix the Energy Label on the units that they supply in Singapore. The Energy Label shall be affixed only after the National Environment Agency (NEA) has issued the Certificate of Registration (COR) for the model. Retailers are only allowed to display models that have the label affixed on them.
