Implementation Background The European Commission and the U.S. Environmental Protection Agency reached an agreement in December 2000, amended in 2001, joined the U.S. Energy Star labeling scheme, the first one is valid for five years, aims to promote international trade, and signed a program of office equipment on April 8, 2003, including 8 products, that is computers, monitors, printers, fax machines, copiers, scanners, mailing machines and multifunction devices, European manufacturers can receive the Energy Star label if they meet the requirements. Specified in the agreement, European Union and the United States will jointly set up a technical committee, reviewing existing product specifications and development of new specifications, and welcomes other Contracted countries (Australia, Canada and China, etc.) involved in or proposals. Furthermore, the EU began to promote the Energy Star label in January 2002, primary task focuses on building use and prohibit the use of rules, and put the EU Energy Star program as a part of plan to improve energy efficiency. For European manufacturers, import dealer or retailer, the implementation of the project is entirely voluntary, and the application is completely free of charge. Guarantee label usually adopt voluntary principles, only applies to certain types of energy-using products.
