Implementation Background In 1994 the Costa Rican government passed the Rational Use of Energy Law, 1996 that allowed for the introduction of mandatory Standards and Labels. And authorize MINEA responsible for coordinating and improving energy efficiency, , including building energy efficiency standards and label. Costa Rica has developed mandatory minimum energy efficiency standards and labeling requirements for a list of electric products, including air conditioners, lamp ballasts, fluorescent lamps, refrigerators, freezers, stoves, ovens, electric water tank heaters, motor vehicles under four tons, and electric motors over 1 kilowatt (KW).
