Implementation Background Russia's energy efficiency standards has been existed for a long time. In 1976, Russia began to adopt energy-saving measures, and introduced oven's MEPS in 1983. Since then, the energy efficiency standard's product range expanded and has been revised several times, led to a long product list meet with the current MEPS requirements. Mostly of the MEPS are mandatory, although many of the requirements are probably dated.
